Mission
The Building and Safety Department provides quality service to the community in a manner that is comprehensive, efficient and knowledgeable. We continue our commitment to excellent public safety and quality of life, by building strong relationships and partnerships with residents, businesses, and the development communities; through innovative programming, technology and the enforcement of the highest standards of codes.
Goals
The goal of Building and Safety is to provide excellent public service, by expanding and broadening communication with our customers, while maintaining comprehensive citywide construction and code enforcement programs.
Key Divisions
The Department of Building and Safety provides the following services:
Administration Services is responsible for ensuring the department operations with enforcing the City’s adopted codes, and facilitates department’s activities in managing the City's building capital improvement projects and emergency responses. This section is also responsible for updating and posting information on the Building and Safety webpage, and producing the department newsletter.

Building Plan Check & Permit reviews project plans for compliance of the California's Building, Plumbing, Mechanical, Electrical, Energy, Disabled Access codes, and the City mandated ordinances. This section also provides over the counter services to include:
- Receives all plan submittals to the Building and Safety Department
- Calculates applicable fees
- Conducts preliminary plan check reviews
- Issues permits
- Provides technical support

Building Inspection is responsible for providing inspections from ground breaking to completion of the project. Building Inspectors inspect the project during the construction phase, and verify compliance with the approved plans and permitted designs. In addition, inspectors respond to citizen concerns regarding illegal construction and substandard living conditions as outlined in the Uniform Housing Code.

Grading Services provides review and approval of rough and precise grading, drainage, erosion control plans for construction of residential and commercial projects. In addition, this section meets with developers, neighborhood groups and local residents to discuss plans and obtain prevalent feedback regarding proposed construction projects. Finally, grading services investigates complaints regarding a wide variety of grading, drainage, dust control issues, and responds to inquiries accordingly.

Fire Construction Services provides services on behalf of the Rancho Cucamonga Fire District. This section provides preliminary project review for fire and life safety codes, fire plan review, fire inspections, and provide hazardous material and water system analysis. Staff of Fire Construction Services also work very closely with the Fire District staff in areas of annual fire inspection for certain types of occupancies, wild land interface regulations and fire damage assessments.

Code Enforcement helps to promote a safe and attractive community through enforcement of municipal codes. This unit manages the Code Enforcement Volunteer program, which is designed to assist Code Enforcement officers with identifying various violations such as, illegal signage, and overgrown vegetation, etc. If you are interested in becoming a volunteer, click on the above link and complete the application. Additionally, this unit maintains the Shopping Cart Retrieval Program and the Neighborhood Clean-Up Program. This program was created to help eliminate the blight caused by unsightly, abandoned shopping carts that are scattered throughout the city. This program allows citizens to take an active part in cleaning up their community by working hand in hand with Code Enforcement and reporting abandoned carts. Finally, a program new to Code Enforcement is the Registration for Abandoned Property program. Through this program, our Code Enforcement division is able to actively identify and track abandoned/vacant homes throughout the city. Lastly, staff continue to address citizen concerns that include, but are not limited to:
- Posting of illegal signage
- Graffiti on private property
- Trash containers in the public view
- “Substandard” landscaping
- Overgrown vegetation
- Recreation vehicles stored in the public view
- Outside storage
- Equestrian trail maintenance
- Exterior housing conditions
- Zoning issues
- General property maintenance conditions and safety concerns

Services and Functions
Rancho Cucamonga Telephone & On-Line Permit Systems (RCTOPS)
In addition to the “In-House” services provided, Building & Safety continues to advance our services by offering two additional way of obtaining permit for simple projects and inspection services:
IVR is our Interactive Voice Response system that allows customers the ability to use their telephones to access information regarding development and construction permits 24-hours a day, seven days a week. The IVR system offers additional benefits such as:
- Schedule, reschedule, or cancel inspections
- Check the status of plan check applications
- Review planning case status information
E-CONNECT is an online permitting program that gives applicants the option to use their computers when initiating online applications for permits on simple projects. Additional benefits that E-Connect offers are:
- The ability to schedule and check inspection results
- Review the status of plan check applications
- Access to review case, land parcel and permit information
E-PAYMENT is an online payment feature that will allow customers to apply for minor permits and pay applicable fees.
