As the administrative head of city government, the City Manager is appointed by the City Council to enforce municipal laws, direct daily operations of the City, make recommendations to the Council, prepare and observe the municipal budget, appoint and supervise all City department heads and employees, and supervise the operation of all City departments. The City Manager is responsible for implementing policies adopted by the City Council; for preparing and submitting the annual budget and for administering the day-to-day operations of the City. Like most cities in California, Rancho Cucamonga is a general law city run under the "Council-Manager" form of government. A general law city is one which operates under laws and rules established by the State of California. The "Council-Manager" form establishes a method of governance, which allows for democratic participation, representation through City Council, professional implementation and efficient operation that comes from a full time professional manager. The City Manager's Office administers policies and programs approved by the City Council. In addition to the responsibilities mentioned above, the City Manager's Office also has assigned duties. These include:

  • Provides timely information to the City Council concerning pending state, local or federal legislation, which may have an impact on the City of Rancho Cucamonga and coordinates City's response to that legislation.

  • Evaluates and monitors staff's progress on Council established policies and programs, and fosters greater employee awareness of City problems, programs and priorities.

  • Responds, tracks, and follows-up on citizen inquiries and concerns regarding City programs and services.

  • Maintains a link between the City and the news media regarding City activities, concerns and accomplishments.

  • Provides liaison and works to resolve mutual local problems through various intergovernmental regional/sub-regional agencies such as San Bernardino Associated Governments, Southern California Association of Governments, and other Inland Empire agencies.

  • Evaluates and monitors the City's participation in a Countywide transit system (Omnitrans), which provides fixed route and dial-a-ride/dial-a-lift services.

  • Operates the Government Access Channel RCTV-3 and produces the live broadcasts of City Council meetings.

  • Monitors the City's Law Enforcement contract with the County Sheriff's Department.

  • Monitors the City's cable television franchisees to ensure uninterrupted, quality service to the community.

  • Works on special citywide projects and programs.

  • Provides support to the City Council.

  • Oversees and coordinates the City's Community Information Program and related citywide publications.
