The Land Development Section is responsible for the engineering review and inspection of development projects and permits submitted to the City from concept plan submittal to completion of construction of public infrastructure. This process includes checking for compliance with city codes and policies, protection from flood hazards, compliance with the City’s Transportation and Storm Drain Master Plans, and technical checking of maps, easements, lot line adjustments and street, storm drain and public landscape plans. The development process also includes construction permit issuance and inspection. The Land Development Section provides public assistance related to plans, documents and construction standards associated with public rights-of-way and improvements.
The goal of the Land Development team is to provide excellent customer service assisting the development community, general public, contractors and other agencies while ensuring the prudent and equitable application of development-related codes, policies, infrastructure design and construction guidelines are employed. A staff of 11 full-time employees and 2 in-house consultants comprise the Land Development section.

The Development Management Section is responsible for reviewing projects for Planning Commission and City Council approval. This Engineering team checks for:

Protection from flood hazards

Compliance with City Storm Drain Master Plans

Drainage provisions
-
Street design and access locations
-
Undergrounding of existing overhead utilities

Technical checking of maps, legal descriptions for easements and lot line adjustments, and street, storm drain and public landscape plans

Processing bonds and improvement agreements
The Land Development Section issues Construction Permits for improvements within the public right-of-way for projects that usually consist of:

Public utility lines, trench excavation and repair

All new development projects that require public improvements

Individual homeowners who want to improve their driveways or curbs
This Section also provides technical data to private engineers and other City Departments and assists the public counter and answers telephone calls on inquiries regarding:
