The Rancho Cucamonga Municipal Utility (RCMU) is a city-owned utility that was recently formed to serve the Victoria Arbors Regional Mall development as well as surrounding retail and commercial development which falls within RCMU's sphere of service.
The idea to form a municipal utility was born during the California energy crisis of 2001 as a way for the City to mitigate future energy costs, as well as a means to generate additional revenue to mitigate the additional infrastructure and operational costs associated with public services benefiting the Mall. In this manner, energy costs will be stabilized for one of the City's most important commercial centers, and the net revenue that would otherwise go to stockholders of an investor-owned utility will be reinvested via the provision of public services to the Municipal Utility's customer base. The City Council passed a resolution on August 31, 2001 approving the formation of the municipal utility.
