The
Planning Department functions as the professional and technical
advisor to the Planning Commission, the Historic Preservation Commission,
and the City Council on policy matters and issues concerning the
physical development of the community; to encourage proactive long-range planning, to recognize and solve problems before they occur and take advantage of opportunities while they exist; to promote citizen awareness in support of community goals, objectives, policies, and programs; and to actively promote retail expansion by attracting new
stores, restaurants, and services to the community. To achieve this, the Department's staff applies the development and design standards as described in the General Plan and the Development Code. Afer conducting a thorough analysis of a proposed project, the department's staff then provides recommendations to the Planning Department, the Planning Commission and the City Council. Because development is a team effort, the Department coordinates activities between the other departments including Engineering (Public Works), Engineering (Traffic), Fire Construction Services (FCS), Building and Safety, and the Police to ensure that development is safe, orderly, of the highest architectural standard, and conducive to the business community.
To provide a comprehensive
planning program, the Department is divided into two sections:
Current Planning and Advance Planning.

Current Planning is primarily responsible for:
Review/analysis and processing
of all development applications and ensuring that all projects are:
- In compliance with the design and technical standards established in the Development Code,
- Consistent with the goals and policies of the Planning Commission and City Council; and
- In compliance with the requirements pursuant to the California Environmental Quality Act (CEQA)
Other critical duties include, together with other City Departments, construction/grading plan checks, site inspections,
providing the highest quality planning services and responding to public inquiries, and enforcement of City codes.

Advance Planning is primarily responsible for the administration and update
of the General Plan and Specific Plans; conducting special
studies; administering the Community Development Block Grant
Program; Historic Preservation; and responding to other governmental entities/jurisdictions on a
variety of planning projects and regulations.
