Planning Department - Submitting Your Application


Ready to submit your development application?  Review the following information to ensure that your application submittal is a success.


The Application - What to Submit:

The submittal requirements depend upon the type of application. Detailed checklists and application forms are available for every type of permit, including Development Review (DR), Conditional Use Permit (CUP), Tentative Tract Map, Tentative Parcel Maps, General Plan Amendments (GPA), and Development District Amendments/Zone Changes (DDA) at the public information counter.  You can also download them from this page.  If necessary, you can review project files on record to see what a typical application contains.

The following is a brief overview of the basic information is required when submitting your application.  Please review the checklist for the type of application you are submitting for more specific, detailed information:

1. The Uniform Application Parts 1, 2, and 3;

2. Supplemental Questionnaire (residential development only);

3. Environmental Assessment - Part 1 of the Initial Study;

4. Eight (8) sets of the development package (plans).  All plan sets shall be individually rolled, collated, stapled, and secured with a rubber band;

5. Five (5) sets of typed mailing labels for all persons connected with the project to be notified such as legal property owner, applicant, architect, engineer, etc.;

6. Hazardous Waste and Substance Site Statement;

7. Water Quality Management Plan (WQMP);

8. Public Hearing Information:

a. Property ownership list:  Three sets of typed, gummed labels on 8-1/2" x 11" sheets, listing the name, address, and assessor's parcel number of all property owners within 660 feet of the exterior boundaries of the subject property (see format in attached example).  List shall be obtained from the latest equalized assessment roll issued by the Tax Assessor.  For projects located on properties with an Assessor’s Parcel Number 1062-xxx-xx or lower, contact the Ontario office at:  2314 S. Mountain Avenue, Suite C, Ontario, (909) 458-1300; for 1063-xxx-xx or higher, contact the Fontana office at:  9161 Sierra Avenue, Fontana, (909) 427-1660.

b. A radius map drawn on the Assessor's Parcel Maps, spliced together on an 8-1/2" x 11" format, indicating the subject property with a 660 foot radius drawn around the property as shown in the attached example.

c. Supplemental notification information may be required as determined by the Planning Department upon completion of the review of the Initial Study.

Where to Submit the Application:

All of the applications listed above must be submitted to the Planning Department at the public information counter in person.   We cannot accept documents mailed or shipped to us because often the counter planner will want to personally question the applicant (or representatives) and/or will want to go over the application to ensure that the submittal package contains the required documents.  It is not necessary to make an appointment.  If necessary, you can review project files on record to see what a typical application contains.

When to Submit the Application:

The deadline to submit application/plans is Tuesday every week; distribution of the application/plans to the other departments occurs the following Wednesday.  To ensure that the counter planner receiving the application has sufficient time to input the required information into our computer tracking system, to verify that the required documents are in the submittal, and to have all required fees paid, please submit your application no later than 5:00pm.

Note:  Projects submitted after Tuesday (such as on Thursday) are distributed the following Wednesday.

Application Fees:

The fee schedule is available at the public counter and is downloadable as a portable document file (pdf) and can be found on the Forms & Applications page.  All Planning Department and Fire Construction Services fees must be paid at the time the application is submitted.

Note #1: Fees payable to the Building and Safety Department (plan check fees), Engineering Department (e.g. street plans review, school and park fees, etc.), and fees due to other agencies are typically due at the time of construction permit issuance.

Note #2:  The fee amounts were adopted by the City Council.  Per City Council Resolution No. 04-293 the fees are automatically adjusted on October 1st of every year based on the Consumer Price Index (CPI) for the Los Angeles-Riverside-Orange County Metropolitan Statistical Area (MSA).  Also, per City Council Resolution No. 06-283, effective October 6, 2006 the fee for public hearing items increased by $148 and the fee for an Initial Study increased by $53.
