The Public Works Section is the steward of the City's growing infrastructure of buildings, streets, storm drains, parks and landscape improvements. Simply stated, its mission is to "Build, Maintain, and Protect with Pride" by providing high quality customer service, utilizing safe and efficient practices, and by being proactive in its planning and implementation, in both emergency and non-emergency situations.

To fulfill its broad mandate, the Public Works Section is organized into the following groups: Public Works Administration, Facilities Maintenance, Streets and Storm Drain Maintenance, and Parks and Landscaping Maintenance. The following information further details the specific responsibilities of these sections.

Public Works Administration

The Administrative Group, led by Public Works Director Bill Wittkopf, includes overall direction for the Public Works management team and administrative support staff. Functions include responding to internal and public inquiries, general office duties, managing the Tree Registry Program, developing section procedures and guidelines, preparing contract specifications, preparing maps and diagrams, analysis of performance indicators, budget preparation and project management. The Group also provides support to two maintenance superintendents and seven supervisors.

Facilities Maintenance Group

The Facilities Maintenance Group, under the direction of Facilities Supervisor Ty Quaintance, is responsible for the operation and maintenance of 41 city-owned buildings at 33 locations throughout the city. The Facilities Group is comprised of a staff of 19 full-time employees, 11 part-time employees and a contingent of over 100 contractors. This group handles daily operations, physical security, fire/life safety system maintenance, guard services, operation of two central plants, janitorial services, electrical and plumbing system maintenance, building automation systems, and tenant services for over 1,000,000 square feet of building space. Facilities staff also provides technical assistance during development of new buildings and parks, relocation services during reorganizations and manages numerous capital maintenance projects each year.

Streets and Storm Drain Maintenance Group

Maintenance Superintendent Ernie Ruiz manages the Streets and Storm Drains Group. This group has 32 full-time employees, 6 part-time employees and directs numerous contractors on a daily basis. Streets personnel handle many different functions including: maintenance of 520 miles of roadway system, storm drains, traffic signs, signals and striping. Additional functions include graffiti and nuisance abatement, weed control, concrete repair, installation of Americans with Disabilities Act (ADA) accessible sidewalk ramps, street sweeping and 24-hour-per-day emergency response on safety hazards in the right-of-way. This group also oversees warehouse operations and fleet maintenance. A Safety Coordinator position was added during fiscal year 2001/2002. This new position is responsible for all safety training for maintenance employees, compliance with OSHA standards and maintenance of Material Safety Data Sheet (MSDS) records.

The Group presently maintains 104 miles of storm drains (with 2,200 drainage structures), 150 traffic signals, 15,112 regulatory and traffic signs, and sweeps 31,660 curb miles per year of streets (annually removing 15,210 cubic yards of debris). The Group fills an average of 2,042 square feet of potholes per year, and uses 384 gallons of paint repainting school crosswalks and pavement markings at 33 schools. The graffiti abatement crew annually removes an average of 210,840 square feet of graffiti.

Maintenance of the City's fleet vehicles and equipment and fueling systems is carried out under the direction of Fleet Supervisor, Greg Gunski. This group maintains 185 vehicles and 390 pieces of equipment. It also provides assistance in preparing new purchase specifications.

Parks and Landscape Maintenance Group

Managing the citywide system of parks, landscapes, street trees, paseos, and equestrian trails, are Park and Landscape Maintenance Superintendent Jeff Barnes, a staff of three supervisors, 64 full and part-time workers, two landscape maintenance contractors, one tree maintenance contractor, a park litter contractor (Social Vocational Services), and 'Work Release Program' personnel from the Glen Helen Rehabilitation Center. This diverse group maintains 393 landscaped sites including: 24 parks, the Adult Sports Complex and Epicenter; nine landscaped facilities; 360 parkway, paseo and median island landscapes; one trail rest area; approximately 70,000 city-owned trees; and 26 miles of local and regional trails. The park system is staffed seven days a week and employs a nighttime restroom lock-up person. A City staff of state licensed pest control advisors, state certified pesticide applicators, ISA certified arborists and tree workers, certified water auditors and certified playground safety inspectors perform some of the more technical work within the section.

Maintained within the City parks are: 17 softball fields, 10 baseball fields, a Class "A" baseball field, 14 soccer fields, 15 basketball courts, 10 tennis courts, 4 volleyball courts, 3 horse shoe pits, 25 playgrounds, 32 picnic areas, a 1-acre lake, an equestrian center with 3 arenas, a dog park, and 27 restrooms.

Water resource management within the parks and landscapes is an important issue. A staff of highly trained water management personnel provides for the daily control and repair of the City's irrigation systems. Two weather stations transmit data to three central computers that communicate with over 400 field controllers to provide daily program adjustments. In turn, the field controllers send data each morning to the central computers, providing staff with diagnostic information on water usage, line breaks and electrical faults.

Urban Forestry is also a section within the Parks and Landscape Maintenance group. The importance of this section is emphasized to the community by way of an annual Arbor Day celebration, with children from local elementary schools participating in the event by planting trees in one of the City parks. Recognized as a "Tree City USA" by the National Arbor Day Foundation, the City also has a Tree Registry Program that citizens can participate in by replanting missing trees in a park of their choice.  Interested parties should contact Sandy Mellem at (909) 477-2730 ext. 4104.
